Dude, that's way out of my pay grade. I can't call up the Renovations Division and ask them to spend insane money and resources bringing back a level that's been dead a decade in the vague hope of making Esther superficially happy for, at most, a day.
I think you're being a bit too harsh on the concept, but that's pretty much the idea yeah.
